You seem to be suggesting that the devil must be omnipresent because God is? I'm not sure about that. The devil is in your head.

Seriously, the devil is in the created place reserved for him where the fallen angels, devils, legions, satanists, unbelievers, and unrepentant sinners go to after death for torment and eternal punishment. He does get out to try to tempt others to join him.
Hell is real and sadly real people go there. Due to God's love he allows his creation to chose their destination through their stubbornness.
Is a parent deny access to the room where they punish their child. No of course not. Neither is God. God is not bound by the rules that He established for His creation. God is distant because these creatures have demanded the HE stays away.

According to the book of Revelation, the devil and the demons are confined to "the vicinity of the Earth". So the devil is right here on earth with us.

Both God and Satan are spirit... having no form, they occupy no physical space. God may be omnipresent, but He is not in a rock... it is but a part of His creation.
