OKay, first of all.
Think of number of months old the pup is as number of hours the pup can hold it, up to 6 hours.
A 3 month old pup CANNOT go longer than 3 hours.

I sincerely believe the absolute best way to train a pup is with a crate.
I know some folks use pads and I have too, but they are not training the dog TO GO OUTSIDE! Now, with a tiny little dog like a Yorkie some people allow their dogs to "paper train" and they don't bother taking them outside.
IF you are trying to do something like this, the best way is to confine the pup to a small area with her pad with enough room to place the pad down and let her get away from it. A hard surface works best, about a 3X3 area maybe a little bigger. Just enough room to let her have her bed, some water and the pad. She won't want to use her bed or anywhere close and she won't like the hard surface, so she'll have to go on the pad.
Try the site below, Lots of info there!
Thanks
I still think crate training is easier, IMO...

Does anyone realize what work puppies are? Do you realize you could have found a GREAT, housebroken dog at the shelter? Puppies take a lot of time and energy to train properly. Housebreaking pads are treated with a substance to get the dog to go on them. If she's not using them, she could have a medical problem. Take her to the vet for a checkup. Once that's ruled out, try crate training her...much more effective. Try taking her outside more frequently. Puppies should be going outside every few hours at the minimum...and they need to go out during the night.

Training your puppy is the hardest task it seems. My hubby and I spent one week sleeping on the kitchen floor with our new puppy to make sure we got him outside quickly during the night when he woke up.

If you insist on paper training, I would make sure to confine the puppy to a smallish area, and when your puppy goes on the paper, give lots of praise and some treats. Dogs love to please their owners, so hopefully she gets the connection.

I just posted a housebreaking article on my website, hope you can get some good ideas before you're frustrated out of your mind!

Throw out the pads and take her outside. They teach your dog it is ok to use the house as their bathroom.

And I agree with the others, a crate is a must.

Forget that! Train the dog to go directly outside! I saw many problems with folks paper traing and all that just to come home after the dog has graduated to go out, to find their Sunday paper soiled and poop right next to it. Train it to go out right away, then you will have a dog that won't be confused!

Hunny,I know how you feel.I'm a vet's assistant, and I see many problems like this.First buy about 20 pads.At walmart it only 5.48. Then put it on the places it usually goes.Yes it will possibly go on the carpet again. But in about 2 weeks you will definitely see improvement!
Hope you have fun with you dog.

a puppy has to be 16 weeks old before they are fully developed to hold it for a lenght of time. i suggest you start over in your training. get a crate, just big enough for puppy to stand up, turn around in it and to ly down. this is all the space your puppy needs.
a puppy won't pee where it has to lay in it. next, take your puppy
outside right after it eats, sleeps, or hard play. watch her closely.
limit water before bed time, make sure puppy goes out to potty
after and before she goes in crate. be patient and consistant!

Have you tried crate training? Paper training teaches them it's ok to go inside as long as it is on paper.

Just a shot. Try newspaper. Many breeders put newspaper down, and the mothers teach their pups to go on the newspaper.

it's best to catch her in the act, then whack her with a rolled uop newspaper(noisy). Then put her where she's supposed to go. Outside, if possible.
