Most black crime is "black on black" but to my recollection many recent "black on white" killings have been cop-killings, which have always drawn stiff sentences (and they should).

They don't, if anything poorer people may get longer sentences since they don't have better attorenys.
But examples like OJ shows that race has no issue, had OJ been a poor white guy from the trailer park, he would have never had bail and the trial would have lasted 2 days at most.

The black population is disproportionally represented in the statistic of who commits crimes. The more crimes are committed, the longer and severity of sentencing increases proportionately.

there are stats for everything from black on black, white on white, to cellphone verses person. I would surmise that what you are saying is generally true. I don't have the stats to back it up but I am betting they are out there for those of us who care enough to do the research.

You have no statistics to back this up, I would imagine that you just pulled it out of thin air.
