what is a good software for zooming on pictures with out lossing quality?

While it is possible to maximize the available pixels/quality, if a picture is to small or too low resolution, there is a limited amount you can make it larger.

To improve the quality, when taking photos with a digital camera, set it on one of the higher resolutions. When scanning, scan at 300 dpi, higher if you are scanning a small part of a photo.

Remember that you cannot add in detail that is not there to begin with (because of small size or low resolution).

If you are getting pictures from other people or off the internet, you will have to just work with what you have. People put low resolution, small size images on the internet for two reasons ... one to make it easier to email and download, and two, to keep people from stealing their art/photo's.
