Tulle netting is not that expensive and can look great draped over an archway or tied to the pews or as a table decoration. There are a lot of great Ideas Is the JOANNS store near you they have those idea pages that you can pick up and they have a lot of neat stuff

dollar stores can be your best friend when it comes to budget decorating. They can have everything from helium quality balloons with a wedding theme to paper bells, streamers, to little party favors for guests to take home. There inventory changes tho so check all of them.

A really cute idea for center pieces at the tables is a fish bowl on a glass square filled with either candles or maybe even a goldfish...

Lots of Helium balloons and streamers.... also tulle ( the net like fabric) is inexpensive and great for wrapping poles, draping across tables ,windows, etc.

I'm not sure what kind of ideas you're looking for, but tulle with little white "Christmas" lights wrapped inside of it looks really pretty hung from the ceilings.
