Waiting for them to do something until you do whatever you're planning to do I guess. I dunno.

It could mean that you arent giving them all of what they know you are capable of giving them. Like information, or say your friend is always borrowing T- Shirts from you and she spots a really cool one in your closet and snatches it up and says " I see youve been holding out on me!" it means saving yourself for marriage, in otherwords, staying a virgin until you get married, or it could mean you are waiting for someone in general
