Because they have been bred with uneven preportions. Their legs are too short in relation to their body length to run at prolonged speed efficiently.

I know what you mean! Mine use to come down the stairs on three legs. One trailing behind it. My mother used to say he was using it as a rudder! What an excellent football player that dog was... just like a bloody sealion! Cost me 10 guineas and I brought it home in my jacket pocket... it was that small. Just came back from Aden then and 10 g. was a lot of money. Nevertheless it gave my mother a lot of comfort when I was away. Indeed, 15 years worth. God Bless 'em all. I understand they even have a JR Club now and even recognised by Crufts. How times have changed! Sorry for rabbitting on but I loved that dog!

This is a classic "red herring" type question designed to embarrass or trip up your teacher/instructor when they ask are there any questions? at the end of a lesson. not very original, I first heard it many years ago, I think it probably had it's origins in the British Army perhaps in National Service days. :)
