What does it mean exactly?

I received a notice in the mail the other day of a convicted sex offender in the neighborhood.
It said his crime was "Gross Sexual Imposition".
What does that mean, exactly?

gross sexual imposition means the person used force or drugged somebody and touched them. Touching of the vaginal area, rectum, breast(female) or thighs. It only involves touching of the outside above mention areas. Most states it is felony. Most states have lesser charge called sexual imposition, in which force or intoxicating were not involved.

Sounds like a trip to the neighborhood bar would cause a mass round-up of sex predators. After all why do guys hang out at bars? To get a chick drunk so she will be less likely to say "no" to his sexual advances. That is a head up guys!
