You may not like this answer, but it is one of the correct ones. You have to watch what you eat. Lose the weight first. You can not choose which part of your body you want to lose fat. Fat is lost evenly throughout your whole body. Therefore, only by burning enough calories will you get toned.
Afterwards, your legs will be smooth. If you want more definition afterwards, it is your choice.
A lot of people have crazy quick fix ideas. But if you are serious about keeping it off. Get regular weight lifting into your regime every other day. The more parts of your body the better. Do cardio 30 min a day every other day, and read a book on healthy diet. Make sure it mentions omega 3 fatty acids, antioxidants, and high fiber foods.

People do not like to hear this, but as most certified trainers will tell you, there is no such thing as spot reduction. You can lose fat through diet and cardio exercise and tone muscle through resistance training, and this should give you results if you stick with it. You might also want to try working with a trainer, even just for one session, to get some tips and recommendations and to be sure you are using the correct form to avoid injury. Good luck!

Lay off all breads, sweets for 3 months.
In the morning I eat eggs with cheese.
For lunch any meat, chicken, or fish with vegatables.
No fruit! Drink water. 3 to 6 glasses a day. Walk twenty minutes a day!
I have lost 7 pounds in just a week.

go by a wall, then lean your back against it and kind of get in a sitting position with your legs in like a 90 degree angle and yoru back to the wall.
get one of those giant yoga balls and hold it between your legs and lay down on your side then lift it up and down slowly. or actaulyl, they have yoga stretches or wahtever included when you buy a yoga ball i think.
and go on your tiptoes to work out your calves. like, go on your toes for seconds at a time

swim. you get nice leen legs. biking isn't really a good choice becuase it makes your muslces huge and then you look like you got some bigger legs than the ones you have now,.
