I don't know if he's wearing a uniform ("uniformed") or not, but anyone with a general picture of the world right now, knows that Israel is the aggressor, or at least the over-retaliator, here, and that world opinion is shifting against Israel. And also against the United States, for being "married" to Israel.
All the war on terror, is because of Israel. 9-11, and all the rest.
The UN, USA and Great britain apparently planned it that way, when they set up Israel in 1948 in order to have a hand, a tool, in the Middle East, where most of the Oil is.

The UN has not been taken seriously for a long time. The human rights subsection is dominated by terrorist states and those with poor humanitarian records.

He knows exactly what he is doing. The UN as a rule is more supportive of tyrants and terrorists than Free Nations like Israel.

Uniformed? Or uninformed? I have no idea what he's wearing, but I'd trust the UN to have a good handle on the facts before I'd trust they guy sitting next to me on the bus.

No he was informed, he was just biased. Probably on Irans payroll. We know that is not above the UN to be biased if they are paid to be so. They were paid big money to look and vote the other way in Iraq.

The UN was originally founded as a diplomatic global resourse but to often, this resourse is rebuffed. - "Thou shalt not kill." Perhaps you are uninformed: See "10 Commandments."
