Go to her place of employment and inform the boss that she is illegal.
If the boss does nothing, get in touch with the boss's boss.
Probably best to have a big guy not from the neighborhood go to talk to the boss - thus you are not involved.
Last, but not least, if nothing else works, have the place of employment picketed with signs that say:
"... hires illegal aliens."

If you are serious call USCIS at 1-800-375-5283. Be patient, listen to all the options and eventually you'll be able to speak to a live immigration officer. Give specifics on location, best time to encounter, physical description, identifying marks or characteristics, how you have confirmed they are illegal, be ready to give your name and contact info. They will not go after anonymous tips as they are very aware that many cowards will call in to report someone they are just pissed at or envy.
Or you can take Dr. Z 's advice and go to his website "reportillegals.com" and get ripped off for ten bucks. think about it, what orginazation is going make a report to all law and or goverment agencies because Bubba, Juan, Mohammed, Tyrone or Chung Li pays them ten bucks. What kind of response do you think an ethical agency would give to a site that only requires your ten bucks for the report that, as the site states, would take you hours to do yourself

Good luck. You can turn them in but will our law enforcement act? if so let me know, I am from Texas and There are tons of illegals here. If we went into Mexico illegally, I bet we would be arrested.

Look in yellow pages for the Immigration office (a government department). You might even need to try doing a Yahoo search for "Office of Immigration" or look up a government phone number reference page online.

I'm not in favor of illegal immigration- but I don't understand why people would want to go OUT OF THEIR WAY to get someone else in trouble.

Fly to Russia , then hitch-hike to another city. Contact a local criminal organization and get an illegal job with them. Move to another location very few months so they don't catch you.

Call immigration or, they are in violation of the law, contact the police. My area is inundated with illegal immigrants. (They like to call themselves undocumented residents so I call myself an undocumented border patrol agent.)
The police are required to take action as well as immigration.
