It's NOT an anniversary, dear. Ya just dating for 3 months'; the time doesn't register with him like it does with you ladies.
Anniversaries come after you're married. Then you give anniversary gifts.
You can give gifts anytime you wish; no special occasion is required. But PLEASE, don't expect him to do the same, or try to make him feel guilty because he didn't feel the same about gift-giving as you. He's MALE, and men just aren't that sentimental!
Get him some hankies; men seem to forget to carry handkerchiefs, to blow their noses, or wipe ice cream off their noses. They usually use their shirt sleeve ( ugh!). Maybe if you gave him some, he might use them!
A T-shirt is also a nice gift. A wallet, money clip, credit card holder, iPod, Palm, phone. X-box, Play Station game.

i would go with a nice shirt or sweater, maybe a CD or a DVD or even a book something you know he'll like maybe even a watch or a nice chain something that shows you actually listen to what he says and you know what he likes. even if it's something small i think he'll still feel special. if your crafty or creative try making him something. i'm not sure what you're style if but if he likes those slip on vans you can buy a pair in plain canvas and paint them for him the might go pretty sweet w/ some jeans and a plain colored shirt or you can paint and decorate the back of a denim jacket. good luck.

a manly picture frame of the two of you. Something he wont be embarrassed to have in his room or something, or maybe concert tickets so that you can both enjoy your 3 month anniversary. Definitely nothing too expensive, wait till your 1 year for that good stuff! Congrats tho, on the 3 months!

How about a nice romantic dinner outside somewhere and then go park and talk about how happy you've been with him and how you hope the future holds many more nights like this one! And just lay there and stare at the stars! The weather is perfect for something like that right now!!!!

spend the money on time together....
do something fun that you wouldn't normally do....picnic in the park (don't forget the baseball mitts or Frisbee), grill him something and rent some movies, coffee and mall
