It would depend. 1. Is there water in the fish tank? 2.Is there any water in the bird cage? 3. Has the budgie been taught to swim. 4. what type of fish is it. Unless I know the answer to these I cannot answer sensible, sorry.

If you put the fish inside the budgie - the fish will carry on moving a while longer - as it is being digested

The budgie because as soon as it breathes out its got no air and fishes out of water tend to jump around a bit before dieing.

first i think your messed but my friend went mental and wasn't paying attention she did that 4 years ago and the bird went first cause her mom was able to save the fish.
