The first guy is right. For people searches you need to use other tools, see the web sites (these are for living people). Try the free sites first, you may have to experiment with them. If you still cannot locate the people, they the pay sites can help (I never use a pay site).

If you need to know if someone died, try the LDS site for family search. The track deaths very well.

A free CD was given by PC Format magazine in 2002.
On it was the full electoral roll for 2001 U.K.
The info' on it includes names, addresses, and some phone numbers. You might be able to pick one up at a local computer fair.

The UK census is available after 100 years. The US census after 72 years. you can't look up recent names and addresses on the census.
