Michelangelo in the Middle Ages, and later the Dutch Master, Rembrandt; more recently, I'd say it was a close tie between the two French Impressionists, Monet and Manet, with Cezanne and Van Gogh close by.
While Da Vinci is most famous for his Mona Lisa, The Last Supper and drawings and his inventions and anatomical studies, I daresay that his contemporary and rival, Michelangelo, surpassed him in art. Da Vinci was a cosmopolitan, a man of many talents, and although he was indeed a master painter, I still feel that Michelangelo far surpassed him.
The word "artist" is too loose a term to use, I may add our own great illustrator, Norman Rockwell, for that matter, or a gentleman I met when I was a teenager, Joseph Papin, a French-Canadian illustrator (and a walking encyclopedia in art, too).
I cannot appreciate the work for which Picasso was famous for, but seeing his work as a teenager and a very young man sure left me wondering why he didn't pursue the more "traditional" approach... whewww... he WAS indeed a talented (dirty old man) limner!

Attention Beejee - Michelangelo painted the Sistine Chapel. Leonardo Da Vinci painted the Mona Lisa.
Now to answer the question. There have been many great artist throughout history. I can't pick just one. Leonardo and Michelangelo are among the greatest. But here are others too. Raphael, Bernini, Renoir just to name a few.
The answer will vary according to individual taste.

It's a matter of taste and opinion, but I feel Van Gogh was the greatest artist of all time. The colour, composition and brushwork were radical for the times, but instead of just undoing what had been done in the past he created paintings that had great energy and emotional power. I've seen some of the originals and there's nothing like it.

I took the question to mean who "is" (meaning now) the best artist in the world. Most of the people mentioned are dead. As far as an answer, I don't have a good idea because I don't know who all the artists in the world are right now. It is, of course, a matter of opinion. So...do I get my 2 points anyway?

The greatest at what? Art is a pretty broad topic, and I think there is really no way of picking out one great to rule them all. I have my favorites, of course, and I do think there are varying degrees of quality in artists' work, but at the top of the ladder, there are many artists deserving praise, and trying to pinpoint the best is, I think, futile.

you cant just say greatest artist because every artist has their own style and it all depends on taste and what people like. the only way really to find out is to do a poll i guess but it cant be determined any other way hope i helped ~gilmorefreeeek

It is all in the eyes of the beholder. I have a friend who would say Goya, yet he is an artist that I can't stand (and I have very ecelctic tastes). In giving a more basic answer I would say Monet for his overall body of work, Renoir for his hauntingly beautiful portraits and Pollack for his raging creativity. But that's just me.

Its art, how can someone not be great at expressing themselves in original ways. It is passion that makes them great and there are lots of passionate artists out there.
