IIRC, one of the reasons why poppy seeds cost what they do is that you've got something like 300,000 seeds in a pound, and they're TINY....and it's not nearly as easy as harvesting sage, or basil, or other bulky herbs.
From what I remember about cloves, you've got a lot of costly hand-harvesting going on there. If you want a cheap source of cloves, though, try a Middle Eastern grocery and grind your own in a mortar and pestle (or in a coffee grinder)---MUCH more pungent, and the price differential is unbelievable.

They are cheap,and available in any decent town, just ask your store keeper to get them in if they don't have them on the shelf.
Generally there are two types of poppy seeds black or white.
They are used in Asian cooking to add texture and thicken sauces when ground.
Here is a super recipe for using them.
5 tbs oil
1/2 tsp onion seeds
1 tsp cumin seeds
5 cloves of garlic peeled and crushed
1 tsp freshly ground black pepper
1/2 tsp turmeric
1 1/2 lbs potatoes peeled and diced
1 fresh green chilli finely chopped
6 tbs white poppy seeds
1 tsp salt
How to do it
Heat oil in a nonstick pan, when the oil starts to smoke remove the pan from the heat, add the onion and cumin seeds. When the start to pop add the garlic and put pan over medium heat.
Add black pepper and turmeric, stir, and add the potatoes and green chilli, fry for three mins.stirring a few times.
Reduce heat to low, cover pan with lid, and cook till potatoes are tender.
Grind 4 tbs of the poppy seeds and add to the potatoes and cook for a few mins.
Stir in the salt and the rest of the poppy seeds.
very good with curries and lots of cold meats. Enjoy

I get the ones that are in small bottles. Inexpensive. What is going on with ground cloves? They are expensive today!
