Try the touchy theory. Put your hand on one shoulder when he is not expecting it and then when he realizes it, quickly remove it but not spasticaly, but softly as if you didn't realize it that you were doing it.
Smiling always helps, making eye contact first then a quick flirty smile (not a long one either) you don't want to look like a stalker.
When he is not aware, you can come from behind and gently lean on him and talk to him about whatever he is looking at, then separate.
You could share food, maybe later on.
There's more but this worked when my sweety tried them on me.
