There are certainly many unchanging properties of the universe, such as the fact that gravity exists and that atoms have electrons, neutrons and protons. However, the "laws of physics" are simply man's ideas regarding these properties. Nowhere in the universe is it stated that "The proportion of circumference to diameter of a perfect circle will be pi." Man has simply measured many diameters and circumferences and come to the conclusion that by definition, a circle is something in which the circumference is 3.1415 multiplied by the diameter.
So, technically, the answer is "no" because the laws of physics are simply hypotheses based on years and years of not being proven wrong. However, if tomorrow, gravity suddenly disappeared, or the sun turned green, we would have to redefine the laws of physics to include such a phenomenon.

There is a physical world and a spiritual world that co-exist and the laws of the physical world do not apply to the spiritual and visa versa. Even if no one is here there is order in the universe even if that order is not understood or comprehended. Man seeks to comprehend that which he at times cannot understand or explain however sometimes there is just faith that must be exercised with relation to many things that limited man's intelligence cannot explain or understand.

The laws of physics are not written in a celestial book somewhere. They are the mechanisms that make the universe operate. So yes, there are laws of physics. We humans are only putting them into a verbal format that we can understand.

Of course there are Laws of Physics! The Universe is so huge, we can't really say what or who else is out there. I've always thought, we cannot be the only life in this entire Universe! I wouldn't say there is no one else. There really is no way of knowing, but if there are as many planets out there as there are grains of sand on Earth, we are nieve to think we are the only life!
