If your talking about econimics and safety and all that these are the best and worst:
The Bronx
Best: Riverdale
Worst: Hunts Point
Queens:
Best: Bellerose
Worst: Flushing
Manhatten:
Best: This is really all about personal taste. I love the Upper West Side and the East Village
Worst: Harlem (around Lenox ave, really really really uptown)
Brooklyn:
Best: Park Slope
Worst: Prospect Heights
Staten Island
Best: uh
Worst: Woodrow
The best for muscians and artists is all over. ALL of NYC is full of creativity and inspiration. Many neighborhoods KNOWN for their arists and creative cultures are Williamsburg in Brooklyn, the East Village in Manhatten, Park Slope in Brooklyn, and also Harlem in Manhatten (lots of cool graffiti artists and hip hop and stuff).

I'll leave best & worst to others. For starving visual artists in Manhattan its pretty much East Village moving increasingly east to Ave's B & C & Lower East Side. The West Village is prohibitively expensive these days, and Soho is getting up there as is Chelsea, tho' there are still some affordable rents in those areas. Up & Coming is Long Island City in Queens.

Artists and musicians? SoHo, Greenwich Village.
All kind of expensive, and a little dicey at times.
But that's anywhere in NYC! Or any city.
Enjoy. I lived there for years and never got so much as a scratch!

wooded area Hills is amazingly secure and a great community. comparable with Kew Gardens and Bayside. uncertain approximately Ditmars, Astoria, and faculty factor. yet via the way, why are you nervous approximately protection? NYC isn't soooooo druggy and violent-y anymore. only confirm you do not walk interior the midst of the night lots. you would be high-quality, do not hardship. Welcome to the city! :)
