There are some (very few) who are not fluent in English, but post to the English language section anyway.

Are you, by chance, really asking about people who WRITE in, shall we say, grammatically correct standard English? Yes to that too. There are many posters to this service that write publishable English. There are many more who write in a new, still-emerging form of English that developed from text-messaging. And there are quite a few who do not write well.
