It's up to her. If she's in the mood and you don't mind the mess, it's fine. She is a bit more sensitive to irritation, but if she gets lubricated enough she won't have any issues.
And to address the ignorance of 'Dee B', you're not more at risk of catching HIV/AIDS from having sex with a woman whose on her period (if she is indeed infected and you're using a condom) than if you were having sex with her at any other time. Nor will she 'magically' give you HIV/AIDS while she's menstruating if she isn't infected.

It's a bloody mess !! But my wife liked it when I did it to her! Put a towel under her if she is on the bottom :>) It's quite gooey
