They do this for 2 reasons. One, your dogs safety against any disease/climate change and two, for the nations safety. If the dog is carrying any disease that is not on that continent.

You would have to check with your airline, because in Canada we can travel with pets. There are lots of rules and you must purchase airline approved carriers but it is done everyday.
Breeders ship pets all over the world.. if worst comes to worse and your airline will not do it.. call around to some breeders and see how they ship their pets.
