Pretty much everyone, I would suspect.

The world "illegal" is an adjective. And without a noun attached, it simply means anyone who has performed an illegal action.

That includes speeding, not paying all your taxes (including buying things online and not paying local excise taxes), and any of the other thousands of minor crimes most people commit each year.

If we're going to say that everybody needs to obey the law, doesn't that start with each of us first....
