Height is pretty much genetically deturmined at the time of conception.
However, there are things you can do that can STUNT your growth - drinking alcohol early, being calcium deficient, not recieving adequate nutrition as an infant/ child, smoking, drinking coffee, and generally being in poor physical shape during your growth period.
Avoid these things if you don't want to stunt your growth.
Posture is an easy way to appear taller. Don't slouch, stand up straight with your head back and you'll automatically look two-three inches taller.
And more confident :)
Remember no matter how short you are - someone is always shorter.

STRETCH. Over time stretching can elongate muscle fibers. Tendons elongate to catch up to these fibers, eventually hard skeletal tissue follows. IF you stretch the back daily, the distance between vertibrates will increase. This will lead you to a longer upper body. Also, train the upper back and chest muscles, as it will give you better posture, making you look taller. A height gain of up to 6 inches (yikes) in an adult can be achieved by this. I do advanced yoga and i got 2 inches taller in 3 months.

If you are done with growing, there is another way to increase your leg length. I think it's only available in Russia, but not sure.
Try searching for Ilizarov rings.
Here it is.
Check this out!
But I betcha can't get your doctor to go for it! :)
