I was in my thirties before I felt God talk to me. I think it varies for everyone.

This is one of the best explanations of why God allows pain and suffering that I have seen. It's an explanation other people will understand:
A lady went to a beauty shop to have her hair cut and
her nails painted and trimmed. As the lady began to work, they
began to have a good conversation. They talked about so many
things and various subjects.
When they eventually touched on the subject of God, the
beautician said : "I don't believe that God exists."
"Why do you say that?" asked Sheryl who has MS.
"Well, you just have to go out in the street to realize that
God doesn't exist. Tell me, if God exists, would there be so
many sick people? Would there be abandoned children? If God
existed, there would be neither suffering nor pain. I can't imagine a
loving God who would allow all of these things."
Then Sheryl thought for a moment, but didn't respond because
she didn't want to start an argument. The beautician just
finished her job and the customer left the shop. Just after
she left the beauty shop, she saw a woman in the street with
long, stringy, dirty hair and
not groomed at all. She looked dirty and unkempt.
Then Sheryl turned back and entered the beauty shop again and
she said to the beautician: "You know what? Beauticians do not
exist."
"How can you say that?" asked the surprised beautician. "I am
here, and I am a beautician. And I just worked on you!"
"No!" Sheryl exclaimed. "Beauticians don't exist because if
they did, there would be no people with dirty long hair and
be very unkempt, like that woman outside."
"Ah, but beauticians DO exist! What happens is, people do not
come to me."
"Exactly!"- affirmed Sheryl. "That 's the
point! God, too, DOES exist! What happens, is, people
don't go to Him and do not look for Him. That's why there's so
much pain and suffering in the world."
If you think God exists, send this to other people--If you
think God does not exist, delete it!

God speaks in a still small voice to our heart most of the time. He also speaks through his word the Holy Bible. The best way to hear from him and get to know him is just like anybody, spend lots of quality time with him. Read his word, study it. Pray, ALOT. Also it is very necessary to be filled with the Holy Spirit of God. Go to a good bible based full gospel church and learn more about this. He IS talking, but sometimes you need to be still and quiet for a long time, maybe even hours to hear from him. Not listening or giving into your flesh, but just quietly seeking him. Be patient and diligent. Seek and you will find. Knock and the door will be opened. Accept Jesus Christ as your Lord and personal Savior into your heart right now. Simply pray: "God, I know I've sinned. I also know that you sent Jesus to forgive my sins, and take the punishment for me. I believe that he died, went to hell as payment for everyone's sins, and he defeated the devil. Then you raised him from the dead to be with you. I accept him into my heart, and allow him to be Lord of my life. Thank you father for your love and kindness. Thank you for saving ME!" Then believe it like you believe the Earth is round, or that you need air to breathe, or anything else you are completely convinced about. Do this, and your future is safe and very bright. God bless you!

The Bible is the vehicle by which God 'talks' to us.
Everything He wants us to know (for now) is there.
If you have read it and been left bewildered, you might consider the example in Acts 8:26 - 31, with emphasis on the question in verse 31.
Pray for such a person to show up in your life.

No. God wants you to find him .The problem with many of us is that we have preconceived ideas as to what we wan God to be.
Sometimes He does appear to us in the form we did not expect and we refuse to acknowlede him cos he does not fit our billing.
And sometimes he does answer us but we just wont listen cos the answer is just not what we wanted to hear.
The Bible is a good book. So is the Torah but God is bigger than both.
You want His attention ? you got it , just be humble enough to accept that God could be that stranger in the bus.

God talks to everyone everyday, it depends on if there in tune with the spirit. And you won't be hearing words of wisdoms most of the time it's more of it feels right or you feel prompted to do something.

Deuteronomy 4:29
But from there you will seek the LORD your God, and you will find Him if you seek Him with all your heart and with all your soul.
Try a three day fast and prayer. And when you fast, worship, praise and pray.
