Here's the gist. Back in the old testament days some king of Babylon decided to build a tower that could reach heaven. Now supposedly after a long time of building, God looked down and said 'If I don't stop them now, there will be no limit to what they can do'. So he changed their languages and dispersed the people over the earth.
Now, what happens when you get people together that don't speak the same language or have the same beliefs? Conflict. What do you get when you divide people and make them think they are different from others not like them? Racism.
This is actually a multiple part question.
1. Did God MEAN for/Know what was going to happen when he did it? Or was it a mistake?
2. Did God really think that these ancient people would 'reach heaven' with their tower?

That's great... but didn't God create sin? Technically a sin is something that is against God's laws. If God didn't create those laws then no one could break them and there would be no sin.
I.E. Adam 'sinned' when he ate the apple, right? What made it a sin
The fact that he ate the apple?
Or the fact that God told him NOT to?

Gurrdy. If Man was all 'one people' with one language there WOULD be no racism or war.

Genesis 1:1-9 Now the whole world had one language and a common speech. 2 As men moved eastward, they found a plain in Shinar and settled there.
3 They said to each other, "Come, let's make bricks and bake them thoroughly." They used brick instead of stone, and tar for mortar. 4 Then they said, "Come, let us build ourselves a city, with a tower that reaches to the heavens, so that we may make a name for ourselves and not be scattered over the face of the whole earth."
5 But the LORD came down to see the city and the tower that the men were building. 6 The LORD said, "If as one people speaking the same language they have begun to do this, then nothing they plan to do will be impossible for them. 7 Come, let us go down and confuse their language so they will not understand each other."
8 So the LORD scattered them from there over all the earth, and they stopped building the city. 9 That is why it was called Babel —because there the LORD confused the language of the whole world. From there the LORD scattered them over the face of the whole earth.
God knew what he was doing, it was not a mistake. It was not acutally possible for the people to reach God since He is not a physical being with a physical dwelling. They wanted to make a name for themselves and glorify themselves and that's not why we are here. No God does not support wars or racism and no he did not create them. Sin is the cause of wars and racism.

God divided people not because He was afraid they would reach heaven to "take over" but because their focus was on a project and not on Him. God will not share glory or worship of Him with anyone. The tower was a type of idle and God hates idle worship! Since He is Creator and sovereign He makes the rules!!! When God Created us, He gave us a free will which He refuses to violate. Any Bad or evil in this world is a result of Satan's influence or our own will running a muck. After all, God said His creation was good and that includes the people He put on it to run it. The universe is in its most perfect form whether or not one believes bases it in their spirituality. To question otherwise is to refute existence and time.
