If she is already annoyed with you,don't waste the effort. It does not matter how much you love her if she does not feel the same toward you. A good way to find out how she feels is to give her some space. That is not to say ,ignore her, just back off a bit. You will know by her reaction how she feels about you. Is she glad you are around less? or does she miss you.If you have the belief "I LOVE HER SO MUCH, SHE HAS TO LOVE ME BACK". You are wrong.It is her decision a pressing her will not help you.

If she's annoyed with you, does that mean this is your girlfriend & you've just had an arguement? Or just a girl who doesn't like you that you want to propose to?

In the opposite order. Convince her that you love her. If she replies in kind, then propose. Otherwise, just find a woman who hates you and buy her a house.

how to purpose to a girl that is annoyed by you? I have no clue asked yourself first of all why she is annoyed by you asked yourself that? then asked yourself how could u love someone that is so annoyed by you they could care less about u? my suggestion is move on or asked the person what have u done so badly to annoy her hopefully you'll get your answer hope I helped :)
