The only recommendations are to try waxing or even try a hair removal product such as nair. If you can afford it you can check into lazer hair removal.
As someone mentioned you can get cysts or infections from ingrown hairs so it is important to find an alternative to pulling off the hairs on the back of your fingers.

I don't know how to get rid of them but I do get them and pull them out with either my teeth or a pair of tweezers, I started doing this when I stopped bitting my nails, and as the habit grew stronger so did the hairs, and now I have to do it or else I'll have black hairy hands like a hobbit.

Shave them or leave them alone, ingrowing hairs can cause abssess's and they are NOT nice

Pluck them or wax them that way they will come pack finer. Under no circumstances shave as they will end up really wiry
