It is commonly referred to as "elevator butt." They are basically reacting to the fact that they cannot reach that part of their body to scratch it themselves. It sure is comical to watch. Some cats will actually almost get into a trance-like state and will stay in that position for as long as you will scratch them. It must feel like getting a really great massage at the spa. Cats have smells glands all over their little bodies (in their cheeks, too, which is why you see them rubbing the sides of their faces on everything). Well, there is also a gland on their back, at the base of their tail. You're hitting it every time you itch there, and they love it.
Some males secrete extra oil from that gland, and end up with greasy fur in that particular area.

it is one of their most sensitive areas usually hard to reach for them so whenever you pet them there or in the back of the ears it is very sensitive and they love it!

They like it! Same as when you rub their chins and they stretch their necks out because it feels good to them.

It is like a "G" spot for them! My kitty goes nuts turns to bite me then when I stop she wants more!!!

because they like being pet. they also want u 2 go and pet their head again or stroke them again.

because they are natures car jacks. Before jacks were invented, people used to cats to jack their cars up. If you had a flat you grabed a kitty and rubbed it until he lifted his butt up high enough to remove the tire.
