Go to Microsoft, and download the new directx 9.0 redistrobution. Then have a look at what graphics card you have and make sure that it is up to the spec that Sims 2 is asking for. If you are running Windows XP, I'm not hesitating to think that it isn't the Directx problem but it is your hardware that isn't up to the standard.

this is a problem due to the rubbish video adapters companys like dell and pc world are putting in their p.c,s
by the sounds of it you have what they call a "onboard"video adapter, this is a video(or graphic)card thats been built into your motherboard and these are not really good enough for any of the new games
the solution is 1)go to http://www.misco.co.uk/productinformation/~510269~WW~/Geforce%20FX5200%20128MB%20DDR%20AGP%20VO.htm
and look at the cards there,i have picked a cheap card for you,and at £23 it dosent break the bank, this will be plenty powerfull enough to play the "sims"and most other titles
then you should go to http://www.nvidia.com/object/winxp_2k_91.31.html,and download the latest drivers for the card, this will ensure you have the best software to run your card at optimal performance
finally go to http://www.microsoft.com/windows/directx/default.mspx,and download the latest version of direct x(this is direct x 9.0c),this is the one you need to play the "sims",direct x is a driver designed by microsoft to simply get the best out of your graphic cards, allways make sure you have the most up to date direct x,just visit microsoft every few months, there is also something similar to direct x,which is called "open gl"
when you buy a graphic card try and get the most memory(128mb or 256mb)as this will take the strain off the onboard memory(ram)
good luck

Well the graphic adatper is the video card.
ANd the fact that it cannot run DX9 means that it's way to old, the only way to fix this is to but a new one.
I suggest trying something with an nvidia chipset, as they are the best.

your graphic card is not 'signed' by Microsoft, so they don't get money from it.
You can do it yourself actually in the direct x settings/configuration.
There should be a direct-x config program in the program files\derectx folder somewhere.
Its hidden and M$ don't like people to use it it seems.
