I finished my private pilot program in December 04, and last flew in Feb 05. I am going to have a 3 hour refresher flight next weekend. What do you think I should review, practice or re-learn before I go up?

You will probably be tested on most of the stuff on the private pilot practical test. I would be prepared to do all of the elements such as:
1) Power on and off stalls
2) Accellerated Stalls
3) Slow Flight
4) Short and Soft Field tko and ldgs
5) Traffic pattern entry
6) emergency procedures

I would study up on weather, charts, communication, and the details of the aircraft you are flying. This should be enough. A BFR usually takes about an hour or two of flying and some work on the ground so 3 hours should be plenty. I would ask the CFI to sign you off for a BFR so you don't have to repeat all of this in 3 months.

As you have a PPL, it worries me you need to ask this! You covered so many aspects in your flight training and they all come in to the skill if piloting an aircraft.

In particular review airport procedures, your local area, know your aircraft, make sure your own documentation is good (Sign off and medicals!) , review weather services, the aircraft checklist, limitations and systems. Try and think of eveything you are unsure of and research it.

Have fun and fly safe.

P.S. Failed Comms procedures too (Country dependant) !!

Find out what kind of aircraft you will be flying and review the manual for it. Review the charts for the area you plan to fly in and review any late information about the airports you will be using.
