You'll have to do some homework on this. One of the best sites is http://www.escapeartist.com -- they cover Costa Rica (a favorite of middle-class emigrants (and some scam artists and gaming-industry professionals) as well as places for the rich: Switzerland, Campione d'Italia and other tax havens nobody ever heard of, and more.

If you're wanted for some reason or other, places like the Seychelles and Vietnam are nice.

And see the links below.

What country are you in now? Security...that depends on what you think is secure. No country is secure these days. Some are more violent than others like many of the countries on the continent of Africa and the Middle East.

Good Government...Any government that promotes Democracy and is truely practicing it's principles is a good government.

You have to look that one up. Where ever you go, don't go to any country where they have band their citizenry from owning a firearm. They have the worst crimes rates because the criminals are the only ones with guns and they terrorize the rest of the population without fear.

I think just about anywhere you go in the world you can find friendly people, but I would say the US has about the friendliest because we are a melting pot of cultures and appreciate all kinds.

The only thing you left out is the economy. If you are use to the standard of living known by most of the middle class in America, then I wouldn't go anywhere else in the world. Typically taxes are higher, wages are lower, medical care is poorer, and the ability to amass wealth of any form is more difficult. Think about your standard of living and what you have to have before you move to any country other than the US. I've been to or known people that have been to countries all over the world. You aren't going to find the possibilities of financial freedom that you find in the US

Japan has a very low crime rate, are a pacifist nation (few threats to national security), and has very friendly people. I'm not sure what you mean by a good government. The cons are the difficulties in learning the language and the difficulties in obtaining citizenship.

Japan has to be one of the friendliest and safest countries in the world. I remember when I went i left my backpack across the street and just kept an eye on it for a good couple hours and no one even glanced at it.

In summary, Swiss, Canadian, German, Scandinavian, New zealand and Australian cities are in the top 20 for quality of life.

No matter where you go, don't expect things to be perfect.
Be realist, people are just that, people.

And be willing to integrate into the new way of life and culture.
