Your best bet is to just run defrag under system tools along with Disk Clean Up periodically. Also clean out your cookies and temporary files once a week. Run msconfig by going to Start, the Run, then type in msconfig. Then go to that start up tab and uncheck things that dont need to run at start up. Many of those dont need to be enabled. Clean up your desktop as well. If you have tons of stuff on there, it can slow things down too. Make sure you have a good antivirus and anti spyware program. Spyware sucks and will slow down your internet and computer as well as open up the doors for viruses and stuff.
