1. the weapon carried by Delta Sgt Norm Hoot in the movie Black Hawk down (CAR-15 or M-4),I know that the M-4 is not in the service before 1994 but the weapon carried by Hoot is very similar to it and in someway differ from the CAR-15 carried by the other delta operators
2. Is the weapon carried by Ranger soldier Twombley was M249 ?

What exactly are you asking? Weapon type or weapon designation? I remember Hoot from BHD I'd reckon it is a M4/M16/CAR-15 series automatic carbine/assault rifle (I am not really well-versed with this weapon series, my current attention is focused on higher end weaponry like the M82/M107 0.50cal sniper rifles)...but I am not sure about Twombley. I do remember Nelson (the guy who eventually got deaf) and he was using an M249 Squad Automatic Weapon (SAW), which is in essence a light-machine gun usually used for fire suppression.

If you were asking about movie accuracy...I wouldnt know...but I do know that most of the weaponry which the USA Army today uses (which is what Hollywood also used for BHD) is still the same as that used in 1993.

I don't know about Twombley but if it looks like a M249 but bigger chances are it was a M240B. Same thing...bigger round (7.62 instead of 5.56. The M-4 did not have to be officially in service in 1993 for Delta to use it. They do not have to go through official military channels for weapons since technically they don't exist. Basically, they can get any weapon they want (civilian or military) regardless of where it comes from or how far off the regular Army is from putting it into service. If they wanted to storm Mogadishu with 12 gauge shotguns filled with salt rock and super soakers filled with Kerosene then they could have. Also, they technically work for SOCOM, not the Army so their rules are a bit different.

Considering that was a MOVIE and Hollywood probably played up little facts like their weapons, they are most likely not the weapons used in the actual event. So does it really matter?
