If u r ordained, stay on with the church that ordained you. Bless the church that feed you. Guess that is the best way to repay their kindness isn't it?
If your passion is in inner city, and with youth, speak to your mother church, and stir up their heart to move in together with you. Why join others?
By the way, I am also having the passion for certain group of people. After praying for 3 yrs, we (both my wife and I) gave up my high paying job, and went to Bible College.
Now we are preparing all the papers to go into the country to learn the language, before staring a ministry there. No church yet, and still don't know what to do.
I have read a lot about Hudson Taylor's book, and was very much encouraged by him. I will follow his pattern to starts by knowing their culture and language before sharing the Love of Christ. May be you would like to so the same.

Being called to be a minister you must know God has a specific purpose for you. If He has given you this passion then you need to get it going. Find a place and start a ministry. It doesn't have to be a church to reach people. I suggest you spend some serious time on your face in prayer and ask God to show you where to start. I share your passion. Keep me informed.

I can't remember the website, but get on the net, there is a job type site that attempts to hook ministers up with congregations. But don't worry, you'll be led the way.

I would look for the trouble spots in my city. I would then consult that area's churches.
