i see this all the time. multiple people, some times the entire table, are not playing but their chip counts are climbing rapidly by 1000 chip incriments. can some tell me what they are doing?

You are talking about the play money problem I think. They are useing third party software. Using this stuff would result in a stiff penalty. All of the people you see doing this will probably have their accounts suspended or lose all of their chips anyway.

If you played in a re-buy tournament at Party, people can go all in then re-buy while being all-in. You aren't suppose to be allowed to re-buy if you have x amount of chips, however it's a flaw in the system that allows people to put all of their chips in the pot no matter how many they have and they can re-buy more chips.

Or of course you may have been playing a re-buy tournament and not have known that it was a re-buy and everyone was re-buying legitimately.

Aside from limit cash games, I can't think of any other possibility.

If you are playing at a limit table, then they can add chips whenever they want. The only other answer is it is a rebuy tournament, but that doesn't sound like the case from your description.
