You need to give a bit of specificity, such as your location. For instance, even Avenues don't run the same in 2 locations, like Washington and New York. So we have no context to understand your question ... unless you want "it depends". In all the towns and cities in which I have lived, there were no hard and fast rules for any street suffixes. However, a good guideline is that court and terrace are NEVER through streets, whereas an avenue typically is. They all ran in many directions though.
