If you're under 18 it's with parents permission and usually for a medically bonifide reason - like a cleft or serious accidental disfigurement.

For cosmetic surgery your supossed to be 18. However, there are some cases that with a parents permission surgery can be at around age 16. Its best to wait until your at least 18 because around age 18 to 21 your body stops growing.

Without parental permission, 18 y/o. You really don't want to get any type of plastic surgery (unless to correct some type of injury or deformity of course) until you are done growing.
