A Time to Talk
When a friend calls to me from the road
And slows his horse to a meaning walk,
I don’t stand still and look around
On all the hills I haven’t hoed,
And shout from where I am, "What is it?"
No, not as there is time to talk.
I thrust my hoe in the mellow ground,
Blade-end up and five feet tall,
And plod: I go up to the stone wall
For a friendly visit.

It means no matter how much he is busy but he will stop work and make the time to converse with his friend. It means friendships are important.

He is saying, No....I don't stand still and look around on all the hills I haven't hoed because there is time to talk to his friend so he thrusts hishoe in the mellow ground and goes up the stone wall for a friendly visit. I think this is meaning, although there is work to be done, a visit with a true friend is well worth the time spent.

its a poem about 2 friends. the friend came for a visit while he was working on the hill. with lots of things still to be done, he could have simply shouted what is it you want? but no, he cant do that because they are good friends. there is always time for friends.

IT's not just the word no. It is No, nost as there is time to talk. He stood and shouted to a friend. Answered himself with the 6th line, and with the statement decided to got to the wall and have a talk.
