Common bartender ways to rip-off the bar:
Sell the customer singles ring in doubles, pocket the difference.
6 singles = 3 doubles, 10 singles = 5 doubles etc.
Promo / Spill tab drinks for friends and self.
Not ringing in drinks, cigs and bottles
Best counters:
Metered gun for bar brands and popular products
Save the beer caps until end of shift then count and record # to match to till receipts.
Cig count every shift / night
Have an unknown trustworthy friend sit at the bar and monitor
the suspected thief.
Good bartenders can bring in customers and up sell and make you money. Bad bartenders will rip you off, the waitresses, the customers. You may find your pub getting a bad rep and business slacking off.
Maybe ask the servers, if he's ripping you off chances are they know about it or may be able to find out.
For everyone involved you need to solve this.

A liter of alchohol contains 20 to 21 shots of liquor. A shot of course being 1 and 1/4 of an ounce. A half bottle of liquor has about 10 to 11 shots left. The best way to figure out if your being had or not is to keep count of how many shots the bartender is pouring. Ussally try to keep track of Jack Daneils, or Crown Royal. They are your most popular brands, and ussaly get overpoured often.

Considering the price of a shot versus the cost of the liquor...and at wholesale no less...let it go. If your bartender is serving stiff drinks, it means more repeat business at a few extra pennies a shot. Would you like to be absolutely precise and have the patrons find another place that makes stronger drinks, or would you like to give the people an incentive to return and spend more money?
Don't be cheap...it'll cost more in the long run.

weighing the bottles is very typical..you can make a very small mark with a sharpie-type pen then compare what the till says vs. what's left in the bottle (ie, did you really sell 27 shots of Jack?)...another way, install a camera above the bar, it can even be a fake camera, make sure it has a little light on it so it looks real, then make everyone aware that the camara is there - that stops them all the time!

Install security camaras that record everything, and make sure no one knows where the main frame is at except you. You'll catch who ever it is, then take the difference out of there pay.

if the customer gets the last shot of the bottle...you should give him or her the next one free...its only fair
then and only then should you attempt to dazel them with your bottle work mate...
