I think you have to believe you can do something, in order to be able to do it. Belief can be very powerful.
I'm not sure what your question is referring to, but I have noticed, many times, that my intuition made me aware of something, and as soon as I began to trust it and pay attention, then there were intangible things such as inspiration (for art work) or solutions (to problems) available to me. Sometimes intangibles are already there, but if we refuse to believe, then we are choosing to ignore them.
I also think that spiritual grace and miracles could fall into this category, for when we believe, we open the door to our hearts, and allow new experiences into our lives.

certain. in the proper one is in charge before a choose no matter if human or divine for ones own moves. At both levels that's illogical to base ones moves on some malevolent stress.
