Not sure where you are from but in Ireland it is €75 for a 10 year passport countersign ?? don't know and two suitable passport photos means the photos have to be a certain size and you can get them done in a photo booth in most shopping centres or chemists no hats or head gear can be worn in the photo

The fees vary from £34 to £105. See detailed fees using the link below.
The photographs must be identical and taken within the last month. Size: 45mm high, 35mm wide. They need to be taken against an off-white, cream or light grey background.
Photos need to be printed on low-gloss, plain-white, photo-quality paper. The photos must be undamaged i.e. no creases and you must be the only person in the picture.
Picture must be of your head and shoulders and you need to be looking directly at the camera with a neutral expression.
Who needs to sign it?
You need to sign the form yourself and should also get it countersigned at section 10 by someone who works in a recognised profession or has good standing in the community (tell me more about who can countersign my application form) who has known you for at least two years. They must:
be over 18,
hold a current British or Irish passport,
be willing to write their passport number on the form,
certify, sign and date one of your photographs.
All the above information comes from the links below.

About £56 pound. If its your first passport then it needs to be countersigned where if you are just renewing it then it does not. As for photographs it means what it says, two passport size photos.

I am guessing you are in the UK?
If you are the current rate for a passport is £51 and will take 3-4 weeks to come.
As for the passport photo's you need to have them taken in one of those booth things. They have to be against a white background and you are not allowed to wear things on your head except for prescription glasses or a headscarf (if for religious reasons). You must also keep your gob shut and not smile.
The photos can be signed by a professional i.e. Doctor, nurse, judge, teacher, but you must not be related to that person.
