moles are benign tumours caused by the overproduction of melanin. tumours are defined as a growth of tissue abnormally after the initial growth stimulus has bees removed. thus, the cells just keep on growing. the hair that grow out of moles are due to the fact that the same stilmulus is keeping the cells growing at a speed until it is inhibited.

thus, the hair is longer.

Tips
-if you can, wash hair every other day or every two days-it just depends how oily your hair gets.
-leave conditioner on for 10 minutes at least and don't put it on roots.
-drink lots of water and eat a lot of protein such as meat and peanut butter cause your hair is made from protein.
-always use a leave in conditioner for split ends.
-trim hair once a month since split ends stops hair growth.

The folicles are abnormal as the tissue is abnormal. The hair on your body is specific lengths depending upon the area it is found (like armpit hair is longer than nose hair) but the mole hair is not specific to a region of of the body and thus grows without the restraining factors other hairs in that area have.
