Can u call yourself a songwriter if you just create a guitar riff, bassline and arrange the songs? Or is it the job of a songwriter is to write lyrics for the songs?

When you get into legal circles, the composer(s) of lyrics and melody are considered the creators of the song.

Songwriter is rather a general category. It can include lyricists (those who write the words) as well as composers (those who write the music). Arrangers are those who score the music for a given set of instruments and/or voices and are generally not included in the category of songwriters although they may very well collaborate with the composer if the composer is not also an arranger.

i would say all of the above because if you think about it a "song" doesn't have to have words to be a song
