I don't think vinegar will hurt the carpet, though you may want to do a patch test first. I think you need to dilute it first. If the cat urine has gone down through the pad, you have a problem. A product called Nature's Miracle works quite well. A new product you might have seen on commercials called Zero Odor boasts to take out even skunk odor. For other surfaces (and if you can find it) is OdoBan, it cleans and sanitizes.

I had worked in a home where they used vinegar on the carpet and it kind of worked. But everytime the weather got humid, the vinegar smell AND the cat smell would come back. They had to get rid of the the rug. Try using carpet deodorizer a lot. You might have to just get new carpet.

My husband is a carpet installer, and I know you won't like this answer.
You have to replace the carpeting. Take an inconspicuous corner of the carpet and pry it up. The pad underneath is absorbing the odors. Under the padding, see what kind of subfloor/old flooring remains. If it is the natural hardwood floor, or plywood subfloor, then you will have to tear up the carpet and padding and seal the hardwood/plywood.
Cat urine permeates every porous surface. Sorry if this means a $3000 carpet bill.
Oh, and steamcleaning may temporarily remove the smell, but water damages the carpet fibres and disintegrates the padding underneath.

No but then your house will smell like a chip shop. ! you can but stuff to put on the carpets and hoover off made for removal of pet odors. Try that but i find Zoforal disinfectant does a great job.
