is there any way a citizen could view a police officers dash cam video of an incident that did not happen to them

I'm asking this because my fiancee was tasered 38 times and there were 4 cop cars there that had dash cams

Nope. Only a DA o r Defense Attorney. You cant even get a report printed if you weren't involved, so a dash cam is out of the question as well.

Unless you are a lawyer that is defending the person caught on the dash cam then your S.O.L. Dash Cams are not installed on cruisers to help you see what your friends did illegaly. The Dash cam is used so that an officer has an UNBIASED report of what happened during a traffick stop, or any other incident that is caught by the cam. This is why MOST officers will place a detainee in front of the dash cam when they search them. It's also why they do field sobriety checks in front of the cams. No matter what happens the Camera doesn't lie. So if you're charged with a crime from the dash cam....well.....you be F*cked.
