YES it is everything you say and worse. TURN HIM IN. BUT FIRST try and get proof this way: Some sort of recording device, audio and if possible video, but DO NOT GET CAUGHT and he can't know - it has to catch his normal activity. PLUS get several people who are willing to come forward after you get some recorded proof - NOT BEFORE - because if you do it before then someone might snitch and he will stop acting that way.
Guy sounds like a sexual predator and must be stopped ASAP.

Who ever it is doing this needs exposing for the disgusting person he is. Don't allow it to continue.There are plenty of simple ways to catch such a person out so that denial isn't an option.
If you are aware of a specific case, or it has happened to you, then you must go to a higher authority and complain and complain until someone takes you seriously.
No one should be left in that vulnerable position.

completely wrong and against what he's supposed to be doing. behavior like this gives religion a bad name - when you can see for yourself it is people misbehaving while acting in the name of religion that is the problem.
Also, make sure too you weren't misreading his intentions as you sound rather hurt and perhaps smitten, so make sure your hormones aren't clouding your judgement either.
No matter what - best to walk away and stay away from such a situation.

Unethical, wrong and improper. He must be removed! You don't cultivate fantasies, you facilitate recognition of realities. That is what a youth pastor guiding young ones is supposed to do.
