The mission gets what aviation assets are assigned to it as required. If there's a need for Pave Hawks, then Pave Hawks are going out. If it's a daylight snatch and grab, then a UH suffices. 160th SOAR may have two regiments now, but it's not like there's a plethora of aviation assets out there back then. This was back in the day of the Clinton defense cuts, after all.

Maybe you should ask why there weren't any Spectre gunships in the AO instead. That's another story.

They were alpha models, that much of the above answers is accurate. But I have to take umbrage at the "clinton defense cuts" comment. When the Somalia mission got pooped up and the BlackHawks got shot down, Clinton had been in office like 8 or 9 months. He had just had his first budget passed. Defense cuts actually began under Reagan and continued all during Bush the First. Look at the inflation-adjusted budgets, especially if you take out the Gulf-War related spending. Or look at end strength (manpower). It went down by over 500,000 in the five or six years before Clinton took office, and it went down by only 100,000 in the eight years he was in office. Heck, look at the BRAC rounds, 1989, 1991, 1993, 1995. Only the last one was initiated under Clinton's presidency. There were no "Clinton defense cuts."
