I assume you mean he's putting his feet through the holes & climbing it like a ladder. Common problem with my breed oftn starting with 5 & 6 week pups. Cures I've heard or saw work:.
1)Put a new extention (say 2 ft) on the fence in light chicken wire , NOT pulled tight. the flexible, saggy fence will sang in under the dogs weight & dump him back inside. 2)put a wide board as top rail around the fence (no holes to put feet in) make sure its wide enough he can't reach over & hook the top. 3)look for a light electice fence "fido shock" is one brand - do NOT use a livstock weed burner fence). 4)There are a variey of cat fencing & coyote guard tops that either curve in or have rollers on the top sold commertially ( hit google) 5) replace the whole fence with a smooth privacy fence.

Well first off how tall is the fence and what's on the other side? I'm not trying to be sarcastic, I'm trying to figure out if he's in any danger by climbing the fence. If he is, say there's a vicious dog on the other side or a small cliff, you may need to make the fence taller. Also do you keep him on a lead by the fence? If so you need to be careful in case one day he finds a way over and can possibly hang himself. I know that sounds frightening and morbid, but a friend of mine lost their dog that way.
Well to keep your dog off the fence, you may need to exercise him more, keep his mind off of the fence to begin with. Cocker spaniels may seem like easy going dogs, but you need to remember that they are a hunting breed and do need to run and jump and get their exercise in for the day to calm that natural instinct. Just leaving your dog outside in the yard may not be enough for him which will make him look for other things to do like climb your fence.
You might need to start taking your dog for a jog or a long walk 2 or 3 times a week. Or get him involved in an agility training course, where they go through the tubes and up and down ladders and weaving through posts. A lot of people that own dogs with excessive amounts of energy are starting to get involved with agility training. This will not only be good for the dog and you healthwise, but will strengthen your relationship. This will make the dog more likely to do what he's told if done in a firm, not angry manner.
If the exercise isn't working, you may need to get in touch with an animal behaviorist or an obdience class.
Good luck!

As cruel as it sounds you may want to try a shock collar. There are different settings, low to high, to give him a suprise when he tries to climb. don't let him see you doing it so he will associate the fence with the shock and not you. I trained a dog not to bark at night and to not jump up on people this way.

Oh, and you'll need lots of patience!

haha since i was a child i have always had the image of spaniels with springs in their a**, cause those dogs just are everywhere!

make the fence higher...or maybe put something sharp on the fence to deter the dog from going near it. like how they do with birds to keep them from landing.

draw close a cord up like a garments line between 2 homes or something that she can't circulate around.next, connect a sequence to the cord and the different end to her collar. Then all you are going to be able to desire to do is save the section that she runs back and forth on clean so she can no longer tangle herself. or you could connect one end of a sequence to a peg and hammer it deep into the floor and chain her to the different end. Then basically save the section round her clean so there will be no tangling. or you could deliver her to obedience college and practice her that "no" potential "no" and mountain climbing fences is a good sized no-no ;)
