I'm a dentist.

Believe it or not, we're not experts in toothpaste, but I can tell you this: toothpastes contain a lot of things in them, one of which are gels that keep it in paste form.

Perhaps you should try brushing while wetting your toothbrush from time to time. And rinse more thoroughly.

Since you mentioned the film developing a few minutes after brushing, it could be a layer of keratinized tissue exfoliating from your gums, and, depending on the condition of the tissue beneath (i.e. reddish, raw, and inflamed?), could be indicative of an allergic reaction to that particular product.

Knowing whether or not this is a recent occurrence despite having used the same toothpaste for a long time, or if this white film developed the very first time you used that particular colgate toothpaste, would have been helpful.

First and foremost, I would recommend changing brands, then changing types (i.e. paste to gel), then trying something without any flavoring.

It is simply dried toothpaste. Try rinsing better and maybe rinsing with a mouthwash.
